Nyoro Demands Full Capitation Funding as Schools Reopen for Third Term
Ndindi Nyoro accuses government of underfunding schools, calls for full capitation release amid concerns over over 1.3 million out-of-school children.

People’s Party of Kenya (PPK) chairman and Kiharu MP Ndindi Nyoro has criticized the government for providing insufficient funds to public schools as learners return for the third term.
During a press briefing on Monday, August 24, 2026, Nyoro called on the government to release the full capitation amount allocated in the budget, stating that the current disbursement falls short of schools' needs.
Capitation Funding Dispute
- Nyoro highlighted that principals expect Ksh22,000 per pupil, but schools have only received about Ksh14,000.
- He challenged the government's claim of completing capitation payments, insisting more funds are required.
On the same day, Education Cabinet Secretary Julius Ogamba announced that Ksh18.5 billion had been released to support Free Primary Education, Free Day Junior School Education, and Free Day Secondary Education for Term Three.
Government's Stance and Warnings
- CS Ogamba urged school heads to manage the funds responsibly and warned against unauthorized levies on parents.
- The Ministry pledged to take action against any misuse of public funds or imposition of illegal charges.
Concerns Over School Attendance
Nyoro also expressed alarm over the high number of children out of school, estimating over 1.3 million learners are currently not attending. He attributed this to systemic challenges within Kenya's education sector and called for accountability.
The third term commenced as scheduled and is set to conclude on October 23, based on the 2026 academic calendar.
