NDOC emphasized that structures failing to meet approved construction standards are particularly vulnerable, with heavy rains potentially weakening foundations and compromising structural integrity. Flooding may further erode foundations, putting occupants and nearby communities in danger.

Residents are urged to monitor their buildings closely during the rainy season. Should any of these signs appear, occupants should evacuate immediately and report the issue to the relevant authorities rather than attempting to stay inside or retrieve belongings.
NDOC also cautioned against occupying buildings previously declared unsafe or those under construction without proper approvals.
Context and Preparations
The warning aligns with broader government efforts to prepare for an above-average rainfall season, which weather experts predict could bring flooding, flash floods, and related hazards, especially in counties like Homa Bay, Kisumu, and Nakuru. Rising water levels in lakes across the region have heightened concerns.
Disaster expert Zachary Misiani noted that the combination of a strong El Niño and a positive Indian Ocean Dipole may trigger an early onset of the rains, accompanied by intense downpours and flash floods.
Previous rainy seasons have seen severe flooding and landslides causing significant damage to homes and infrastructure, underscoring the importance of the current warnings.
