Kibera Court Summons IPOA Boss Over Delays in Investigating Boniface Mwangi Assault Complaint

The Kibera Law Court has summoned the head of the Independent Policing Oversight Authority (IPOA) to account for delays in investigating activist Boniface Mwangi’s complaint that he was assaulted by police during his arrest and while in custody.

The summons were issued on Tuesday amid ongoing proceedings where Mwangi faces charges of assaulting two police officers. During the hearing, the State presented a medical report concerning the officers’ alleged injuries sustained during the incident.

However, discrepancies emerged regarding the timing of the officers’ medical attention. The report indicated they sought hospital care on April 3, over 24 hours after the incident, contradicting earlier testimony that they were treated on the night of April 2. Additionally, the officers have yet to produce the clothing they wore during the alleged assault.

The court was also informed that IPOA has made no progress in investigating Mwangi’s complaint of police assault. The magistrate questioned the investigating officer about the delay and directed that summonses be issued to the IPOA head to explain the stalled probe.

The case is scheduled to resume on September 29, 2026, when the State is expected to call its final witness. Mwangi denies the assault allegations against him.

This summons introduces an accountability dimension to the case, as the court seeks clarity on how Mwangi’s complaint against the police is being handled amid the ongoing trial.
