The Ethics and Anti-Corruption Commission (EACC) has apprehended nine suspects linked to the fraudulent disbursement of Sh1.5 billion under the Rural Outreach of Financial Innovations and Technologies (PROFIT) Programme. This initiative, funded by the International Fund for Agricultural Development (IFAD) and implemented by the National Treasury, aimed to improve small-scale farmers’ access to affordable financing.
Details of the Investigation
Investigations revealed that the funds were unlawfully transferred from the National Treasury Development Account to the PROFIT Programme, then redirected to 23 private entities, including 15 business names and eight companies. These entities reportedly did not supply the goods or services invoiced.
Further scrutiny uncovered the use of forged and false documentation by programme officials to justify the expenditures. Additionally, an unauthorized KCB Bank account in the PROFIT Programme’s name was opened, through which approximately Sh175 million was laundered and embezzled, with significant cash withdrawals recorded.
Charges and Legal Proceedings
The EACC has forwarded the investigation file to the Director of Public Prosecutions (DPP), resulting in the approval to prosecute 20 individuals and entities. The accused face multiple charges including unlawful acquisition of public property, abuse of office, money laundering, and uttering false documents.

The suspects are scheduled for arraignment at Milimani Law Courts. The EACC has also summoned additional individuals connected to the case for processing at its Integrity Centre or regional offices.

EACC CEO Abdi Mohamud emphasized the commission’s dedication to safeguarding public resources and ensuring those responsible for corruption face justice. Beyond prosecutions, the commission intends to pursue recovery and forfeiture of assets obtained through illicit means.
