The Ethics and Anti-Corruption Commission (EACC) has formally charged two former public employees for allegedly using counterfeit academic certificates to obtain employment and unlawfully acquire millions in salaries.
The suspects appeared separately at the Milimani Anti-Corruption Court on Wednesday, where they denied all charges.
Case Details
- The first accused, previously employed as a Security Supervisor at Nairobi City Water and Sewerage Company (NCWSC), is alleged to have submitted a forged Kenya Certificate of Secondary Education (KCSE) purportedly issued by the Kenya National Examinations Council (KNEC). The certificate falsely indicated attendance at Githaiga Secondary School.
- Investigations revealed the individual never attended the named school, yet secured employment at NCWSC from 2007 until December 2023. During this period, the suspect is accused of fraudulently obtaining public funds totaling approximately Ksh 15.86 million through salaries.
- Charges against this suspect include fraudulent acquisition of public property, forgery, and uttering false documents, following approval from the Office of the Director of Public Prosecutions (ODPP).
- The second suspect allegedly submitted a forged Certificate in Refrigeration Grade II Trade Test, claimed to be issued by the National Industrial Training Authority (NITA), when applying for a Heating, Ventilation, and Air Conditioning Technician role at Kenyatta University Teaching, Referral and Research Hospital.
- They face charges of providing false information, forgery, and uttering false documents.
Bail and Ongoing Investigations
Both individuals were granted bail of Ksh 100,000 cash or a bond of Ksh 1 million with a surety of equal value as their cases proceed in the anti-corruption court.
These prosecutions align with EACC's intensified crackdown on corruption and economic crimes. The commission's latest quarterly report highlights efforts to recover over Ksh 1.87 billion in suspected graft losses.
