Sweden has introduced new citizenship rules that enable certain foreigners holding temporary residence permits to apply for nationality without first obtaining permanent residency. This policy change took effect on July 12, 2026, following Sweden's decision to discontinue permanent residence permits as a standard issuance.
Who Can Apply?
The Swedish Migration Agency has identified five groups eligible under the revised regulations:
- Individuals with long-term resident status in Sweden
- Refugees and those granted subsidiary protection
- Persons permitted residence due to exceptionally distressing circumstances
- Those allowed to stay because of persistent obstacles to expulsion
- Family members of individuals in the above categories
Applicants must hold a valid residence permit at application time and meet standard citizenship criteria, including identity verification, habitual residence, and financial self-sufficiency.
Notably, applicants should demonstrate a reasonable prospect of eventually obtaining long-term residency. However, this requirement is waived for those who have resided in Sweden for at least ten years and fulfill all other conditions.
Limitations and Requirements
The new pathway does not exempt applicants from existing rules. For example, those with pending permit extension applications cannot apply until their status is resolved. All other standard citizenship prerequisites remain in effect.
