National Lottery Board Appoints RSM Eastern Africa and QLOT Consulting as Transaction Advisers
Kenya's National Lottery Board appoints RSM Eastern Africa and QLOT Consulting to guide the launch of the country's first National Lottery.
Kenya is advancing towards establishing its inaugural National Lottery following the appointment of RSM Eastern Africa and Sweden-based QLOT Consulting as transaction advisers by the National Lottery Board.
The advisory consortium will support the Board through transaction structuring, operator procurement, onboarding, and launch preparations. This marks a critical milestone in creating a lottery system designed to be transparent and trustworthy.
The selection was made through an open international tender process governed by the Public Procurement and Asset Disposal Act, 2015, using the Quality and Cost Based Selection method. The consortium was rated the highest and deemed the most responsive bidder.
Expertise and Mandate
- RSM Eastern Africa brings advisory and institutional strengthening capabilities.
- QLOT Consulting, an Associate Member of the World Lottery Association, contributes international experience in lottery procurement, strategy, and operations.
Under the National Lottery Act, 2023, the Board is responsible for establishing and overseeing the National Lottery, contracting the operator, and managing the National Lottery Fund.
Fund Allocation and Governance
After covering prize payouts and operational costs, proceeds will be channelled into the National Lottery Fund. The Fund will support charitable causes, youth and women empowerment, sports, arts, heritage, health, education, emergency response, and other national projects.
The Board commits to fair fund distribution across Kenya, with independent audits and transparent reporting. Responsible gaming measures will be implemented, including age verification, spending controls, self-exclusion options, regulated advertising, and clear odds disclosure.
