Urban Roads Authority (KURA) Director-General Silas Kinoti is currently involved in a legal battle over a Ksh 5.2 million claim related to the management of his X (formerly Twitter) account.
The dispute arises from a suit filed by Eugene Mokua, who managed Kinoti's X account and provided related services, including influencer promotion and content creation. Mokua alleges he is owed Ksh 5.2 million for nine months of work covering account administration, social media promotion, news publications, tender applications, and transport expenses.
Background of the Dispute
According to court documents, the arrangement between Kinoti and Mokua was agreed upon via WhatsApp, though Kinoti maintains it was an oral agreement initiated around June 2025. Under this agreement, Mokua was responsible for daily management of the X account, including content creation, follower engagement, and monitoring interactions.
Kinoti emphasizes that the engagement was based on trust and agency, with Mokua acting under his direction to benefit the official account. He asserts that the agreement was terminated, and he has requested the court to compel Mokua to surrender the account credentials and cease any further access or operation.
Claims and Counterclaims
- Kinoti's Position: He acknowledges paying Ksh 3 million in full, including an initial Ksh 2 million payment and a Ksh 75,000 premium subscription fee for the X account. He denies owing additional sums and seeks refund of the subscription fee.
- Mokua's Defense: Mokua denies the termination of the contract and disputes any promise of obtaining a verified checkmark for the account. He claims Kinoti owes him Ksh 5.2 million and has retained the account credentials pending payment.
- Initial Demand: Mokua's legal team initially demanded Ksh 8.1 million for services rendered before scaling down their claim.
The matter is currently before the Milimani Commercial Court, with the next hearing scheduled for February 18, 2027.
