China Expedites Shift from Windows to Domestic Linux Systems in Government Agencies
China accelerates removal of customised Windows 10 in government, boosting domestic Linux OS use to reduce reliance on US technology.
China is fast-tracking the phase-out of a government-specific version of Microsoft Windows 10 in several state-linked organizations, advancing plans originally set for February 2027. This move reflects Beijing's intensified efforts to lessen dependence on US technology and enhance digital sovereignty.
The customised Windows 10 edition, developed by C&M Information Technologies (CMIT)—a joint venture between Microsoft and China Electronics Technology Group—was tailored to meet Chinese security standards, incorporating native encryption and disabling certain Windows functions. Despite these adaptations, Chinese authorities have decided to retire the system months earlier than planned.
While this transition affects select government bodies, it does not constitute a nationwide ban on Windows, which continues to dominate the consumer desktop market in China. According to StatCounter data, Windows accounted for 87.64% of desktop usage in China as of July 2026.

Although Microsoft continues to maintain operations in China, including cloud and AI services, the company's tailored Windows version for the Chinese government is being phased out amid Beijing's prioritization of technological independence.
China's approach underscores a wider geopolitical competition with the United States over strategic technologies like semiconductors, artificial intelligence, and cloud computing, with Beijing encouraging state agencies and sensitive organizations to adopt domestic technologies.
